Many states require certain drivers to carry a special liability insurance known as "SR22 insurance." SR22 insurance is most commonly associated with DWI / DUI offenders. If a person is required to carry SR22 insurance, but he or she does not own or have regular access to a vehicle, then he or she can purchase non-owner SR22 insurance in order to fulfill the SR22 requirement.

A non-owner SR22 insurance policy covers other drivers and their vehicles in the event of an accident. It does not cover the driver named by the policy or the vehicle he or she is driving. A non-owner SR22 policy is really only for the person who only drives occasionally.

The State of New York does not require SR22 insurance for any reason, so a New York driver shouldn't have to worry about non-owner SR22 insurance, unless he or she gets involved with the laws of another state. For example, if you live in New York, but get arrested for DWI / DUI in another state, one that does require SR22 insurance, then you may have to purchase SR22 insurance to fulfill the requirements in that state. Or, if you get a DWI in New York, and you then move to another state, the state that you move to may require you to file proof of SR22 insurance there.
